Almost all light bulbs, from incandescent to fluorescent, do NOT put out a steady stream of light – it alternates from bright to dark in step with the alternating current that powers them. Your eye can average it all together so it all looks perfectly normal to you. At certain shutter speeds, though (like around 1/1000th of a second or so), it can take a few milliseconds for the data to be read off the sensor starting from top to bottom, and by the time the entire image is read, the light might have gone from brightest to dimmest.
The environment where this is most likely to happen is in a sports stadium, where 1/1000th of a second is not unusual and the arena is lit by mercury vapor lights that flicker. If the camera detects this situation, the icon will show up on the "Display All Info" display screens. (Keep pressing the DISP button until that screen appears. Section 6.22 has more info.)
So how does the A99 II solve this problem? It analyzes the live view feed, identifies the flicker rate, and can synchronize the start of the exposure with the flickering lights so that the sensor never sees the dim part of the light cycle.
